William J. Zenoni

William Zenoni provides advice and counseling to local government agencies in the areas of finance and management. Bill has 35 years of governmental finance and management experience, working in the public sector primarily in the areas of finance, budgeting, fiscal analysis, and organizational management.

Bill has held many key positions, including Finance and Administration Manager for the Alameda County Water District, Finance Director for the Contra Costa Water District and the City of Alameda and Assistant Finance Director for the cities of San Leandro and Vallejo. In addition, he has served as an Interim Finance Director for the Cities of Napa and Benicia, Interim Deputy City Administrator and Interim Budget Director for the City of Oakland and Interim Executive Director for Civicorps Schools.

For the past ten years, Bill has acted as an independent consultant providing financial and management services to several special districts, agencies and municipalities, including the Cities of Oakland, Napa, Benicia and Lincoln.

In addition to his practical experience, Bill earned a Bachelor of Science in Business Administration from the University of California, Berkeley, and a Master of Business Administration from California State University, Hayward.
