Tom Sinclair provides consulting services to clients in Finance and Management areas including advice in best practices, financial analysis and long-term financial strategic planning.

Tom has assisted clients by evaluating their financial and informational goals and designing organizational structures and practices best suited to meeting those goals. His services include representing clients in complex negotiations on development projects, evaluating the fiscal impacts of development on public agencies and negotiating fair and equitable agreements that provide sustainable services. He has often assisted clients by serving as a project manager on complex, multi-disciplinary projects. With 35 years of public agency management and consulting experience, Tom is able to offer practical advice in problem solving and organizational effectiveness.

Tom has been providing consulting services for over 15 years. Prior to affiliating with MRG, Tom was the principal consultant for Sinclair & Associates, providing municipal consulting services to clients in a wide variety of financial management projects.

As a former City Manager and Finance Director, Tom understands public agencies’ operational goals and perspectives. He served as the first City Manager of Orinda following that community’s incorporation, Finance Director for the Sacramento Housing and Redevelopment Agency, and Finance Director/Assistant City Manager for the City of El Cerrito. As a practicing manager, he was a member of ICMA and the League of California Cites City Manager Executive Committee, Chair of the Contra Costa Public Managers Association and President of the Contra Costa County Municipal Risk Management Authority.

In addition to his practical experience, Tom earned double-major undergraduate degrees in Economics and Sociology from the University of California, Berkeley, and an MBA from the University of California, Berkeley Haas School of Business, specializing in Finance.
