Sue Casey is a passionate and goal-oriented management professional with expertise in the fields of finance, human resources, and organizational development.  During her 22-year career in the public sector, Sue managed numerous and diverse finance and human resource projects including the development of comprehensive and award-winning annual operational and capital improvement plans (CIP), budgets, financial forecasts, oversight of complex annual financial audits, recruitments of executive level, administrative and public works personnel, comprehensive compensation analysis, labor negotiations, and investigation matters regarding harassment and workplace misconduct issues. She provides consulting services including budgets, audit prep, policy development, financial reporting, accounting assistance, salary and classification studies, as well as coaching and mentoring of new leaders.

Sue is highly skilled in human resources management including organizational assessments, team building, employee engagement, policies, effective goal setting, and employee evaluations.  She has successfully managed numerous recruitments from high-level out-sourced placements, City Managers & Public Works Directors to in-house processes, Police Chief, Deputy Finance Director, Assistant to the City Manager, Interim Planning Director, and Administrative and Public Works maintenance workers.  She has conducted various successful labor negotiations culminating in multi-year contracts. During the pandemic, Sue oversaw the rapid and successful transition to a remote work environment plus the establishment of the numerous administrative policies to deal with the Federal Emergency Disaster Related Leave Act, OSHA restrictions, facial coverings, and self-screening. 

In addition to operational CIP budget development, 5-year financial forecasts, and oversight of financial audits, Sue’s finance background includes system implementations of enterprise-wide financial systems, utility billing, payroll, and business licenses.  She conducted two City Agency Assessment District bond re-fundings – a $5 million private placement offering and an $18 million public offering. Sue also successfully completed the refinancing of two redevelopment bonds, developed numerous City financial policies, oversaw water rate studies and proposition 218 processes, and developed RF’s for services such as audits, water rate studies, financial and organizational consultants, system acquisitions, and implementations. 

Sue’s public administration experience includes a Fire District and three cities where she served as an Interim City Manager, Assistant City Manager, and Administrative Services Director.  She also worked in the private sector for a variety of non-profit organizations and private businesses.  For Blue Cross of CA, she was responsible for a short-term investment portfolio of over $90 million.  Sue was also the Corporate Controller for a software development company and a private exporter. Sue has a BS degree from UC Davis, Certificates in Fund Accounting and Human Resources Management from Cal State East Bay, and a Certificate in Accounting from UC Berkley Extension.
