Kelly Clark is a seasoned attorney investigator, strategist, and leader with more than twenty-five years of experience in complex matters, executive decision-making, and organizational leadership within one of California’s largest District Attorney’s Offices. Kelly brings a rare combination of crisis management, policy development, courtroom experience, and people-centered leadership to organizations navigating high-risk, high-stakes environments. Through her consulting practice, Kelly partners with agencies seeking thoughtful guidance on crisis response and organizational effectiveness. She is committed to helping clients make sound decisions, strengthen systems, and lead with confidence, compassion, and credibility. Kelly’s innate ability to make complex matters easily understood is an asset for investigative analysis and reporting.

Kelly has served in numerous specialized and leadership assignments within the Sacramento District Attorney’s Office, including Career Criminal, Vehicular Homicide, Domestic Violence, Sexual Assault, and felony prosecution units. She has acted as a Lead Attorney and de facto supervisor in multiple divisions, making critical case-filing and disposition decisions, managing personnel issues, and guiding teams through operational challenges—including the rapid systemwide changes required during the COVID-19 pandemic. Her work has involved sensitive matters, collaboration with executive leadership, and coordination with law enforcement, courts, victim advocates, and community stakeholders.

Kelly is widely recognized for her ability to evaluate complex matters, manage risk, negotiate fair and effective resolutions, and lead with professionalism and integrity. She has trained hundreds of prosecutors and law enforcement officers across California on best practices in investigation, report writing, courtroom testimony, Driving Under the Influence/Driving Under the Influence of Drug prosecution, and trial preparation. She is also an experienced public speaker and educator, having presented to law enforcement, schools, government entities, community organizations, and statewide audiences on public safety, accountability, and the real-world consequences of criminal behavior.

In addition to her litigation and leadership roles, Kelly has been deeply involved in mentoring, recruitment, and wellness initiatives, serving as a program mentor, peer support member, and law school recruitment representative. Her approach is grounded in ethical leadership, clear communication, and practical solutions.  She creates a safe space where people are comfortable speaking about sensitive issues or situations.

Kelly has her Juris Doctorate Degree from Golden Gate University and is a member of the California State Bar and the Association of Workplace Investigators.  Her CA Private Investigator License is 190093. She graduated from California State University, Chico with a Bachelor’s Degree in English and Political Science.
