Carol Atwood is a seasoned public sector executive with over 30 years of experience in finance, human resources, informational technology, water, wastewater, and parks & recreation. She is results-oriented with a creative and collaborative leadership style. She draws on both her private and public sector experience when tackling projects to incorporate solutions for all project stakeholders. Her career has provided her with a broad knowledge base while enhancing her skills to manage projects from a big-picture and strategic perspective. Carol’s passion is to find efficient and collaborative solutions to government challenges while ensuring financial sustainability and developing positive work environments.
Prior to affiliating with MRG, Carol served in the role of Administrative Services Director (ASD) for Dublin San Ramon Services District (water and wastewater special district), where she was responsible for finance, budget, HR, IT, executive, and utility billing divisions. In addition, she worked on water and wastewater rate studies, capacity reserve fee studies, organizational development, labor negotiations, employee engagement, coaching, and training.
Carol served multiple roles at the City of Cupertino as the ASD and Community Services Director where she was responsible for finance, budget, HR, IT, city clerk, emergency services, economic development, parks and recreation, park planning, outreach programs, and liaison duties to the Sheriff’s Office, Fire District, library and three school districts. In addition, she regularly served in the role of Interim City Manager, collaborating with elected officials and community leaders on a broad range of issues and policy development.
Carol is a CPA with experience at the international public accounting firm of KPMG where she worked in the government audit/consulting sector. Carol earned a Bachelor of Science degree in Business Administration at California State University East Bay and is a graduate of the John F. Kennedy School of Government at Harvard University Senior Executive in State and Local Government Program and the Continuing Education of Public Officials’ Train the Trainer Program.
