Jackeline Luengas-Alwafai

Jackeline is an experienced Information Technology leader with a proven track record of driving digital transformation and improving operational efficiency in municipal organizations. She has over 20 years of experience in IT management, enterprise system implementation, and strategic planning.

Throughout a distinguished career working with the cities of Laguna Beach, Fountain Valley, and Newport Beach, Jackeline has effectively led large-scale software development and ERP modernization projects, especially multiple Tyler Technologies implementations across Finance, HR, Utility Billing, and Land Management enterprise operations. By aligning technology investments with business goals, she consistently delivers systems that simplify workflows, improve data accuracy, and boost organizational performance.

As an Implementation Management Analyst for the City of Laguna Beach, Jackeline oversees the deployment of the Tyler ERP system, managing end-to-end project execution from data conversion and system configuration to training and post-go-live support. Previously, as Interim IT Manager for the City of Fountain Valley, she provided strategic IT leadership, developed a comprehensive three-year technology roadmap, and advanced cybersecurity and budget planning initiatives.

During a long and successful tenure with the City of Newport Beach, Jackeline served as IT Manager, Applications Coordinator, and GIS Analyst, transforming IT into a strategic partner within the organization. Under her leadership, the division made significant advancements in enterprise infrastructure, GIS systems, and software development, while cultivating a high-performing and collaborative IT team.

Beyond executive management, Jackeline has also contributed to higher education as part-time faculty at Orange Coast College, teaching SQL and PL/SQL in the Oracle Developer Certificate Program.
