Adam McGill has thirty-two years’ experience in the public sector, twenty-eight of which in policing, and his last four years as a city manager. He is known as a visionary and forward-looking executive with experience leading positive reforms and change within organizations. He can assess the current landscape and implement solutions for unique challenges such as environmental management, occupational safety and health, facilities, security, emergency management, stakeholder relations, and public infrastructure projects, as well as lead, mentor, and develop diverse teams to enhance capabilities, drive continuous improvement, and ensure the highest level of service and performance.

He has worked in nearly every capacity of policing, serving as a police chief for ten consecutive years in three different California cities. Adam served the City of Novato as Chief of Police (2017-2019) and for his final four years, he served as City Manager where he led a team of three hundred employees while administering a $71 million annual budget. Prior to joining the City of Novato, Adam served as Chief of Police to the Town of Truckee and the City of Newman. He has provided independent hearing officer services in multiple agencies.

He also served as a Senior Police Advisor and US Diplomat with the United States Department of State where he was assigned to the Bureau of International Narcotics and Law Enforcement Affairs based out of the US Embassy in Baghdad, Iraq for 22 months. He led the police development program of more than 1,000 employees tasked to improve stability in Iraq through the provision of professional policing services and developing the capacity of the Ministry of Interior (“MOI”) to manage and sustain internal security operations.

Adam grew his career with the City of Modesto Police Department, serving as the Commander of the Critical Incident Team and the Stanislaus Drug Enforcement Agency. Finally, as a Modesto police detective, he helped propel the high-profile Laci Peterson (Scott Peterson) murder investigation and prosecution as a key member of the investigative team. His impressive investigative skills are evident in his ability to analyze complex information and clearly articulate findings quickly.

He previously served as an executive Board Member for the California Police Chiefs Association and was a member of the executive board for the League of California Cities’ city manager department.

Adam has a bachelor’s in criminal justice administration and a master’s in emergency services administration from CSU, Long Beach. Additionally, he is an FBI National Academy graduate and is a CA Licensed Private Investigator. He also holds an Executive Certificate from California’s POST and completed the Leadership in Police Organizations course from the International Association of Chiefs of Police.
