Karin Temple is an experienced operations executive comfortable with complex, high-profile, politically sensitive, service-focused organizational environments. She utilizes her extensive knowledge in local government and school district enterprises to assist organizations by supporting ongoing services, reviewing and recommending process improvements to operations, and accomplishing special projects in support of organizational objectives.
Karin is the former Chief Operations Officer for the Fresno Unified School District, the third largest school district in California, with an enrollment of approximately 70,000 students. As COO, she was responsible for capital planning and construction, facilities management, building and grounds maintenance, procurement and logistics, nutrition services, safety and security, and transportation. She administered $200 million in annual operating budgets and implemented close to $1 billion in capital improvement projects during her 16-year tenure at Fresno Unified, improving services and transforming campuses and neighborhoods. Notably, Karin led district efforts that resulted in three voter-approved bond measures to support facility improvements in 2020 (Measure M – $325 million), 2016 (Measure X – $225 million), and 2010 (Measure Q – $280 million).
Previously, Karin served for ten years as a senior consultant at Management Partners, Inc., a national firm providing organizational improvement and interim management services to public agencies. She started her public service career in local government finance and budget administration in the cities of San Jose and Hayward and held positions in the office of the City Manager in both jurisdictions. She is highly skilled in staffing and workflow analysis, research and writing, and presenting results in an informative and comprehensive format.
Recent consulting projects include a general review of the City of Fresno Finance Department to support a leadership transition and a facilities improvement program for the Selma Unified School District. The purpose of the Finance Department review was to ascertain perceptions of department services, operations, culture, and working relationships, both within Finance and as experienced by other City departments. The Selma Unified project included the Board of Education, school site administrator, and community communications; assisting the then-Assistant Superintendent for Business Operations with ongoing project oversight; evaluating the district’s short- and long-range facility needs and associated process/planning improvements; and identifying program leadership needs, creating a job description for Board approval, and transitioning the new facilities director into the organization.
Karin earned a Master of Public Affairs in Urban Management from Indiana University, Bloomington, and a BA from Duke University. She is a native and current resident of Fresno, CA.
