John Roukema
Utilities and Management Consulting
John Roukema provides consulting services to local jurisdictions in the areas of public works, utility budgeting, strategic planning, leadership, financial and emergency management, energy and resource procurement, and interpersonal communication. John has over 46 years in the electric utility industry, with 40 of those years in municipal management. His expertise includes employee relations, business development, customer service, engineering and operations management, policy advocacy, large project development, and administrative services.
Prior to affiliating with MRG, John directly managed each of the functional areas at Silicon Valley Power, the City of Santa Clara’s municipal electric utility, before taking on the role as the Director and Chief Electric Utility Officer. He managed utility administration including budgeting, financial and strategic planning; resource acquisition, contract negotiation, project development and operation; utility engineering and operations, and after deregulation, customer service, and marketing. More recently, he acted as the Interim General Manager for the Transmission Agency of Northern California.
During the California energy crisis, John acted as one of two public information contacts for the utility industry. In this role, he was instrumental in communicating with the media. John has experience with several joint action agencies in roles providing staff support as well as commissioner and chairman/president of the commissions. He has been involved in legislative and regulatory advocacy at the state and federal levels.
John has a bachelor’s degree in Electric Engineering from Montana State University and a master’s in Electric Engineering from Santa Clara University. He is a registered Electrical Engineer in California. John was the former Chair or President of various power agencies and associations including the Transmission Agency of Northern California, M-S-R Energy Authority, Northern California Municipal Electric Association, Santa Clara Valley Chapter Western Council of Engineers, and Santa Clara Valley Power Engineering Society (IEEE), as well as serving on boards and memberships of many other agencies.
