Tina Mckenney

Tina Mckenney provides advice and counseling to local government agencies in the areas of Finance and Management Services. Tina has over 28 years of experience working with federal and local governments in accounting, budgeting, and financial management.

During the past two years, Tina has acted as a financial consultant providing services to municipalities in the North Bay region of the San Francisco Bay Area.  Her most recent projects included completing 18 months of backlogged bank reconciliations, preparing reconciliation procedures relating to a newly implemented financial management application and assisting an agency with their legacy system general ledger conversion to a new Enterprise Resource Planning (ERP) system.  In addition, she served as the interim Administrative Services Director for a Sonoma County city during their recruitment period.

Tina has formerly served as the Finance Director for the Sacramento Housing and Redevelopment Agency (SHRA) and the City of Albany. Prior to that, she served as the Chief Accountant for the City of Richmond.

During her tenure with SHRA, her achievements included overseeing the Agency receiving its first Excellence in Financial Reporting award from the California Society of Municipal Finance Officers (CSMFO).  As the Chief Accountant for the City of Richmond, she was instrumental in the City receiving its first award for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA).

In addition to her significant experience in local government, Tina is proficient in a range of functional and operational financial tasks including the development, implementation and management of accounting policies and procedures, budget development and management, internal audits, financial statement preparation and analysis, reconciliations and cash flow forecasting. Tina has played an integral role in the implementation and upgrade of several Financial Management Enterprise Resource Planning systems.

Tina earned a Bachelor of Business Administration degree from National University with an emphasis in Accounting.
