Rudolf has extensive experience in the engineering, regulatory, and operational aspects of flood control facilities, both as a consultant and in public agency positions. Projects include the investigation of 1982 flooding in San Rafael with Leedshill-Herkenhoff Inc., the Mission Creek Project, and others as the Assistant Director of the Santa Barbara County Flood Control and Water Conservation District, a private flood control project with Kennedy/Jenks Consultants, and multiple projects as District Engineer of the Vallejo Sanitation and Flood Control District. Rudolf has managed $150 million worth of capital improvement projects at Vallejo Sanitation and Flood Control District and is currently involved in a $41 million CIP in Rialto.

Rudolf has worked as a water resources, flood control, and sanitary engineer for 40 years. For 16 years, he was employed as Director of Engineering and Field Operations at the Vallejo Sanitation and Flood Control District. In this position, his accomplishments include:

  • Project definition, feasibility, funding, alternatives analysis, permitting, design, construction management, and operation of capital projects;
  • Settlement negotiation of third-party law suits;
  • Resolution of challenging construction problems;
  • Creative solutions for private development applications; and
  • Management of Engineering and Field Operations.

Specifically, Rudolf has completed a $60 million CIP to control wet weather overflows at Vallejo Sanitation and Flood Control District after a settlement with San Francisco Baykeeper. He subsequently negotiated a favorable settlement with Baykeeper on dry weather overflows. He successfully resolved complicated design and construction issues on micro-tunneling, trenchless, reservoir, treatment plant, ocean outfall, channel improvement, and vegetation control projects. Rudolf has been creative and successful in many permit negotiations with resource agencies.

He has been an expert witness for several court cases related to flooding and has spent over 10 years on the Solano County Flood Control Advisory Committee, the Technical Advisory Panel for the Napa River Flood Control Project, and the Bay Area Flood Protection Agencies Association. Rudolf’s employment history covers the private and the public sector. Public agencies include the Santa Barbara County Flood Control and Water Conservation District, the Goleta West Sanitary District (contract GM), and the Contra Costa Water District.

Rudolf holds a Master of Science and Doctor of Engineering degrees in Water Resources Engineering from the University of California, Berkeley.
