Heather Shupe is a dedicated public service manager with over 25 years of experience in public agencies and non-profit organizations. Specializing in full-cycle recruitment, Heather has a proven ability to manage projects while mentoring and developing staff.
Prior to affiliating with MRG, Heather held key appointments in various cities, agencies and non-profit organizations in the San Francisco Southern Peninsula, including serving the City of Palo Alto in a variety of capacities, including Senior Administrator, Manager of Employment and Training, and as Administrator of Planning and Community Environment. Heather supervised a team of contract analysts for Stanford University Hospital and Clinics and Lucile Packard Children’s Hospital, negotiating capitation, per-case and per-diem agreements for primary through tertiary services. During her tenure with these agencies, she handled very challenging issues while maintaining strong working relationships with managers, employees
Heather is an experienced professional instructor, including managing the Management Talent Exchange Program sponsored by the City Managers Association of Santa Clara and San Mateo Counties for three years and developing curricula and training materials for online recruitment tools such as NEOGOV. She has also served as an Adjunct Professor in Notre Dame de Namur University’s Public Administration Program.
Heather’s workforce development experience includes leading an in-house Management Academy, developing and launching a Supervisor’s Academy, and providing training in the areas of public presentations, online timecards and other employee self-service tools.
In addition to her significant field experience in these areas of Human Resource Services, Heather received her Master of Public Administration degree from the Notre Dame de Namur University, and a Bachelor’s Degree in Finance from Santa Clara University.
